Powered by South Bend Heritage (SBH) staff, the NNRO supports owner-occupancy through affordable homeownership opportunities and a home repair program. When home building costs made affordable homeownership increasingly difficult, the NNRO established the state’s first Community Land Trust. The NNRO also offers quality below-market rental opportunities.

Homeownership Qualifications
To be considered you must:
Meet HUD Income Guidelines for each property
Not have owned a home now (or three years prior) to date of application
Plan to occupy the property as your primary residence
Be able to secure a mortgage from a financial institution of your choice
Complete a Homeownership Education Program
An online Homeownership Education Class is available through SBH for $99.
SBH does not offer in-person homeownership education or counseling at this time.

Community Land Trust (CLT)
Generally speaking, here is how a CLT works:
A family or individual buys a house that sits on land owned by the community land trust.
The purchase price is affordable because the homeowner is buying only the house, not the land.
The homeowner leases the land from the community land trust as part of a long-term, renewable lease — typically 99 years — at a nominal fee.

Owner-Occupied Home Repairs Program
The NNRO is taking applications for its owner-occupied home repair program. The program’s focus is to help home owners remain in their homes as they age by providing repairs that ensure long-term habitability and accessibility.

Home repairs will range from small repairs, such as plumbing, to large scale updates, including roofs or stairlifts. Funding for the program is limited; unfortunately, not everyone who submits an application will receive assistance from this program.
Rental homes are not eligible.
The NNRO Home Repair program provides critical health and safety repairs, accessibility modifications and energy efficient upgrades to low-income homes at low or no cost to clients. Our impact extends beyond the individuals served to revitalize and stabilize the vulnerable areas within the Northeast Neighborhood.
Eligible Homeowners must:
Fall within income guidelines;
Live within the neighborhood boundary lines
Be current on their property taxes;
Provide appropriate documentation;
Demonstrate pride of ownership
